Senate GOP Embrace Trump's Call to Overhaul Affordable Care Act

American senators are working through the weekend for the first time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to diminish as GOP senators proposed a plan unacceptable to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Growing Consequences of Federal Closure

The impact on Americans from the longest shutdown of the US government in history deepened on Saturday, as government employees went without pay, carriers were compelled to ground planes and SNAP benefits have been postponed for forty-two million Americans.

Trump's Proposal from Florida Resort

As Saturday's session got under way, GOP senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Several Republican senators praised the plan, which is comparable with a replacement for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is actually better for the patient," one senator said.

Another senator praised Trump's proposal on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Reaction

Democratic senators shared concerned responses to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another senator responded to the criticism of carriers by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? In that case I welcome your support for Medicare for All."

Continuing Negotiations

The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an openness to an emerging plan from a small group of moderate Democrats to terminate the closure in return for a future vote on the ACA payments.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans rejected an proposal to restart the government and extend the subsidies for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should accept a one-year extension of the subsidies before discussing the future of the tax credits.

"Doing nothing is irresponsible because people will go bankrupt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress does nothing."

Partisan Dynamics

Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the backing of several Democrats to restart the government, and the idea of eliminating and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Several observers indicated that the essence of such a proposal would remove the ACA's requirement that insurance companies cover individuals with existing health issues.

After his golf outing, Trump went back to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a iteration of the proposal that was unsuccessful to garner enough backing in 2017.
